The purpose of this study is to analyze and describe the implementation administrative bureaucratic reform at Bengkulu regional office Ministry Law Human Rights based on Presidential Regulation Number 81 2010 concerning Grand Design Bureaucratic Reform 2010-2025, obstacles in Rights.
